1. The Eleventh Ministerial Conference (MC11) of the WTO was held in Buenos Aires on 10-13 December 2017 under the Chairmanship of Former Minister of Foreign Affairs and Cult of Argentina Mrs. Susana Malcorra.

2. Turkey participated at the Conference with a delegation headed by the Deputy Minister of Economy Mr. Fatih Metin.

3. MC11 was concluded without a Ministerial Declaration. Chairperson Malcorra issued what could be constituted as a "Chair's summary" under her responsibility in her closing remarks of the Ministerial.

4. No agreement was reached as a negotiated outcomes on various items in WTO’s agenda during MC11. However, various work programs for the period ahead were identified.

5. There was agreement on:

-Continuing with the 1998 Work Programme on Electronic Commerce,

-Extending until 2019, the moratorium on certain articles of the TRIPS Agreement (Non-Violation and Situation Complaints)

-Continuing with the Work Programme on Small Economies,

-The establishment of a Work programme on the accession of South Sudan to the WTO

-Continuing with the negotiation of fisheries subsidies and their conclusion by MC12.

Following the MIKTA Trade Ministers Meeting on 11 December 2017 through Turkey's initiative under its capacity of Coordinator for MIKTA countries, MIKTA Ministers issued a Joint Statement. The statement underscored the need to support the multilateral trading system and the key role of the WTO as the backbone of this system. During the meeting, Deputy Minister Metin delivered a brief remark and he emphasized the significance of the coordination of MIKTA countries also at WTO and Turkey’s support to the strengthening of the multilateral trading system. Metin also informed

MIKTA Trade Ministers of the draft decision submitted by Turkey on displaced Syrians. Further information on Turkey’s draft proposal was provided to all members through another informal session organized by Turkey. Deputy Minister Metin also explained the resoning behind the draft proposal during the Plenary Session of MC11.
